CIVIC+264 participates in validation of Namibia’s Upstream Petroleum Local Content Policy

CIVIC+264 is participating today in the validation workshop for Namibia's draft National Upstream Petroleum Local Content Policy, which seeks to ensure that the country's emerging petroleum sector creates meaningful and lasting value for Namibians through employment, local enterprise development, skills and technology transfer, local procurement and broader economic participation.

Local content will be an important part of determining whether petroleum development contributes to broad-based national development or remains relatively disconnected from the wider Namibian economy. The policy therefore represents an important opportunity to establish the rules, institutions and accountability mechanisms needed before major petroleum development and procurement accelerate.

In our initial review, CIVIC+264 has identified three priority areas where the proposed framework could be further strengthened and which will inform our engagement today: clearer and more comprehensive alignment with Namibia's Constitution; stronger translation of NDP6 priorities into measurable local-content outcomes; and more robust transparency, accountability and public oversight mechanisms.

Our engagement will focus on how the policy can ensure that petroleum development produces demonstrable and equitable benefits for Namibians, while creating meaningful opportunities for local businesses, workers, communities and future generations.
