The Civil Society Organisations Initiative for Stolen Assets Recovery in Southern Africa (CSO-ISARSA) was set up by some Civil Society Organisations (CSOs) that attended the UNODC workshop on Fast-tracking UNCAC Implementation held in Livingstone, Zambia from the 13th to the 18th of October 2019. The major thrust is for CSOs to actively contribute to the recovery of stolen assets. The recovery processes are very slow and what has been recovered so far is a ‘drop in the ocean’, insignificant.

In addition to proposed actions as part of efforts towards fast-tracking the implementation of the UNCAC, let me also refresh you on our previous choice of interventions decided on at a time when we were setting up CSO-ISARSA. These included:

a)    Raising awareness about and generating demand for asset recovery among different stakeholders in Southern Africa;

b)    Analysing and making suggestions for improving the laws, policies and institutional arrangements for effective prosecution of entities and individuals involved, and return of stolen assets and distribution of recovered assets;

c)    Supporting relevant authorities by identifying, reporting and exposing stolen assets;

d)    Advocacy for asset recovery related investigations and prosecutions; and

e)    Strategic litigation in selected cases

The following is the proposed programme for the meeting:

1-1430-1445- Official Remarks and Launch of the initiative [SADC Secretariat or African Union Advisory Board on Corruption- To be confirmed]

2-1445-1500- Overview of the recommendations of the workshop on “Fast-tracking UNCAC Implementation” held in Livingstone, Zambia from the 13th to the 18th of October 2019 and proposed actions for CSO-ISARSA. [UNODC Southern Africa- To be confirmed]

3-1500-1515- Overview of key issues and recommendations raised at a Conference organized by the Southern African Anti-Corruption Network (SAACoN) and way forward for CSO-ISARSA [Obert Chinhamo-Chairperson / Pusetso Morapedi-Coordinator]

4-1515-1600- Experience sharing on cases of stolen assets, efforts made at the national level, challenges encountered in recovering stolen assets, proposed actions by CSOs at the national level and support sought from national authorities, the entire membership of CSO-ISARSA, SAACoN, SADC, AU and UN among other stakeholders. [All members of CSO-ISARSA- Moderated by Dr. Prosper Maguchu]

To this end, we are calling upon members of CSO-ISARSA to make short presentations covering the following areas:

(a)- Prominent cases of stolen assets in their respective countries,

(b)- Efforts being made by relevant authorities to recover the stolen assets,

(c)- Challenges being encountered,

(d)- Proposed contributions from CSOs at the national level as well as support sought from national authorities, the entire membership of CSO-ISARSA, SAACoN, SADC, AU and UN among other stakeholders.
